PROPOSITION 14: PARTY WRECKER?

In California in 2009, Abel Maldonado, a liberal Republican state senator, made a Faustian bargain with the Democrats who controlled the legislature.

They needed one more vote to pass their budget. He would give it to them in exchange for their okaying his brainchild, a ballot measure to do away with party primaries.

As a result, the legislature sent it to the June 2010 ballot as a referendum that would amend the state constitution and create a one-ballot primary for everything but president, judicial positions, and non-partisan races. Then-Governor Arnold Schwarzenegger, a nominal Republican, announced his support and rewarded Maldonado by appointing him lieutenant governor for a few months (to fill a vacancy).

The voters rewarded Maldonado for his mischief by defeating him for a full term in that year’s election. On the other hand, they passed what had become Proposition 14 by nearly 54 percent. Since then, all candidates, regardless of party, appear on a single ballot in the primary. The top two advance to the general election in November.

In June 2014, 28 out of 150 legislative races—nearly 20 percent—had only one party on the November ballot (more Democrats than Republicans).

The most recent case was a special election held last week for the 7th State Senate district, held in suburbs on the east side of San Francisco Bay. No Republicans ran in the primary, so two Democrats advanced to the general election. Steve Glazer, a campaign consultant by profession, faced Assemblywoman Susan Bonilla, a liberal heavily backed by labor organizations.

Glazer bashed public employee unions, something otherwise unheard of in Democratic Party circles. The unions spent millions to undermine his campaign. Business and other Republican interests supported Glazer.

He won by 54-46 percent.

Maldonado’s original hope was that his “open” primary election scheme would result in more “moderate” candidates running for both parties. He got his wish—partially—in Glazer’s victory who is now identified as a foe of public employee unions. Along with the well-funded environmental lobby, they more-or-less control the state legislature.

Governor Jerry Brown, in his first gubernatorial incarnation (1975-79), gave public employee unions the right to collective bargaining. They have had a chokehold on the legislature ever since. Their work force keeps growing and overly generous pensions keep increasing public liability. If Glazer votes with Republicans on issues involving these unions, he may help slow this juggernaut, but not reverse it.

The upshot of two full cycles of the new “open” primary system is that parties are deprived of choosing their own candidates from among their registered members. One result: either party may forego backing a candidate in a district where it is certain to lose, thus saving campaign money. A downside of the new system is that it has turned the state parties into PACs rather than training grounds for candidates and the building of structures to support them.

A possible upside is that Glazer-like Democrats may run in more districts—candidates who favor economic growth and oppose public employee union domination.

One side effect: the new system further marginalizes “third” parties such as the Greens, Libertarians and Peace & Freedom. Prior to 2010 they were able to place candidates on the November ballot if they conducted a primary among their members. That is no longer possible and it is unlikely any will make the “top two” under the new rules.

Will this system spread to other states? Perhaps, but be aware it is no unmixed blessing.

Dozens of Democrats join Republicans in opposing Obama's "power grab" water rule



Dozens of congressional Democrats are joining Republicans to back legislation blocking the Obama administration’s new rule to redefine its jurisdiction over the nation’s waterways.

The Environmental Protection Agency (EPA) and the Army Corps of Engineers made the regulation final Wednesday in an attempt to clarify that small streams, wetlands, headwaters and tributaries are covered by the Clean Water Act and the rules that go along with it.

Opponents labeled the rule as a massive “power grab” by the Obama administration that could give federal officials authority over every creek and puddle.

Three moderate Democrats in the Senate and 24 in the House have joined the GOP in opposition, but leave them far from the two-thirds majorities they would need for a veto-proof vote to overturn the rule.
But their support offers a bipartisan vote against the water regulation if they decided to use the Congressional Review Act or another legislative strategy to show opposition to Obama’s action.

The Turks have asked us to help them topple Bashar al-Assad, we are not. There are a whole set of things that we've been asked to do by our allies who know this is their fight, and we’re not doing any of them. So I would hold a summit and talk with them about that."

Scott Walker on media rage re his false quote: “Yes, I was talking about my sons’s ultrasounds images”















TheBlaze TV’s Dana Loesch hit back at Politico and other news outlets on Wednesday after they ran misleading headlines about her interview with Wisconsin Gov. Scott Walker on Wednesday.

Politico’s initial headline read: “Scott Walker on mandatory ultrasounds: ‘It’s just a cool thing out there.’” Sensing the impending controversy, several other news websites ran similar headlines.

The only problem is the quote was seemingly taken out of context in a big way. Here’s exactly what Walker told Loesch on Tuesday about ultrasounds:
“Most people I talk to, whether they’re pro-life or not, I find people all the time who’ll get out their iPhone and show me a picture of their grandkids’ ultrasound and how excited they are, so that’s a lovely thing. I think about my sons are 19 and 20, you know we still have their first ultrasound picture. It’s just a cool thing out there.”

CALIFORNIA WINS ‘WORST STATE TO DO BUSINESS’ FOR 11TH YEAR



It must be rainbows, butterflies and unicorns for Sacramento liberals, as California successfully defended its crown as America’s CEOs again named California the worst state to do business–for the eleventh straight year.

Business leaders highlight California state and local government officials’ negative attitudes toward business. CEOs blamed the cost of trying to comply with the state’s “capricious” regulatory system, calling it a job killer, especially for “smaller firms that are the least able to bear the costs.”

The annual ChiefExecutive.net survey of 500 CEOs from across America grades states on a “variety of measures of tax and regulatory regime, the quality of the workforce and the quality of the living environment” that are viewed as critical components of its business climate,. Employees’ attitude toward management is also considered, since it is a crucial factor in the perceived quality of a region’s workforce. Important “quality of living” factors include the quality of public education, health, cost of living, crime and housing affordability.

Texas continues to be seen by CEOs as “The Best” state in America to do business, despite the recent serious oil sector slowdown. Since the Great Financial Crisis began in December 2007, Texas gained 1.2 million net jobs, while “only 700,000 net jobs were created in the other 49 states combined.”

The Myth of the Progressive Movement



Though the voices in print and on television that foresee a great progressive tide on the horizon are also surely cheering on its arrival, they are not without evidence to support this contention. Sen. Elizabeth Warren’s popularity and New York City Mayor Bill de Blasio’s progressive manifesto, compiled with the support of luminaries like Susan Sarandon and Van Jones, validate the notion that the Democratic Party’s lurch to the left is a broad-based phenomenon.

Former Secretary of State Hillary Clinton has spent an inordinate amount of time appealing to the supposedly ascendant left wing of her party, even despite the absence of a viable presidential primary challenger. But just as the Republican Party’s base was not convinced by Romney’s unctuous claim to have governed “extremely conservative” as the Bay State’s chief executive, the progressive wing is justifiably skeptical of Clinton’s liberal bona fides....

If the Democratic Party’s far left was going to advance a truly liberal candidate for the presidency, that window is rapidly closing. There is no shortage of prospective usurpers who might assume the mantle of progressive champion ahead of 2016, but they have been largely cowed by Clinton’s stature within her party. As Republicans acquiesced to the inexorable Romney juggernaut in 2012, Democrats are apparently forced to come to terms with Clinton’s predestined ascension to the nomination.

A truly dominant political force would extract more concessions from Clinton and Obama than halfhearted mollification and lip service. At the moment, neither of them seems to think that more substantive concessions are necessary. For all the self-serving television presenters who are forever presaging the progressive moment that is about to dawn, there is precious little evidence to support that conclusion.

(At least) 2 Of Hillary’s Libya Emails Are Missing



Sidney Blumenthal emailed Hillary Clinton at least two intelligence reports about Libya which were not included in the trove of 296 emails released by the State Department on Friday.

Clinton has claimed that in December she turned over all official government emails she sent or received from her personal account while in office. In turn, the agency has claimed it turned all Clinton emails related to Libya or Benghazi over to the House Select Committee investigating the Benghazi attack.

But a screenshot of Blumenthal’s email inbox, which the Romanian hacker Guccifer published in March 2013, shows two reports about Libya emailed to Clinton which were not released in Friday’s batch.
