Fun California thing. Any registered voter can vote by mail, and lots do. As long as the ballot is *postmarked* by today, it's valid. So we could very well see some races undecided even after the early hours of tomorrow morning.

Water Storage NOW

Earlier this week, Assemblyman Brian Dahle (R, Bieber), Senator Jim Nielsen (R, Tehama), and other Republican legislators wheeled over 4,000 signed petitions to the California Water Commission, urging them for immediate approval of funding for two reservoirs- Sites and Temperance Flats. Californians were promised water storage solutions when we passed Prop 1 in 2014. Supposedly, $2.7 billion of that bond would go toward water storage, specifically the Sites and Temperance Flats reservoirs. Another drought may be in our near future, yet the California Water Commission is blocking the funding for these much needed storage projects. Californians voted and passed Prop 1 with the promise of new storage. Where is it? _______________Democracy Restoration Package

Assemblyman Haper (R, Huntington Beach) has introduced a series of legislation to help protect the heart of our democracy, our elections. As we navigate this new era of Vote By Mail only elections (by 2020, all statewide elections in our state will be exclusively “vote by mail”), these bills aim to protect our votes and strengthen our democratic process.

• Assembly Bill 2880 will allow local governments to contract with the Fair Political Practices Commission to administer and enforce local campaign finance and government ethics laws.
• Assembly Bill 2881 will streamline the recall election process by removing costly and unnecessary delays.
• Assembly Bill 2882 will reduce the amount that membership organizations can receive from earmarked contributions to donate to a candidate or ballot measure from $500 to $100.
• Assembly Bill 2883 will require ballot harvesters to provide a receipt containing detailed information to voters to ensure every vote is counted.

...Republicans dominated the state’s politics for much of the 20th century – personified by Ronald Reagan – but began to fade as the century closed.

The new registration report shows Republicans declining to just 25.97 percent of the state’s 19.4 million potential voters, 9 percentage points below the party’s nearly 35 percent share in 2000.

Oddly, however, Democrats didn’t gain. In fact, they’ve dropped about a half-point to 44.77 percent since 2000. The big increase came in voters without a party preference, from 14.36 percent in 2000 to 24.51 percent in 2017. By next year’s general election, they may outnumber Republicans....

“In the 45 days leading up to the voter registration deadline, there was a huge surge in voter registration — total statewide voter registration increased by nearly 650,000. Part of this surge was fueled through social media, as Facebook sent a reminder to all California users to register to vote.”

According to the report, about 72 percent of eligible Californians are registered to vote.

Of the state’s voters, about 45 percent are registered as Democrats, which is a one-point increase since April. Republicans make up about 27 percent and unaffiliated voters account for about 23 percent.

A year after President Obama launched his Task Force on New Americans the administration is injecting it with a $19 million infusion so it can achieve its key initiative of registering new voters that will likely support Democrats in the upcoming election. Officially, this is being described as enhancing pathways to naturalization by offering immigrants free citizenship instruction, English, U.S. history and civics courses. The cash is being distributed by U.S. Citizenship and Immigration Services (USCIS), the Homeland Security agency that oversees lawful immigration, and the obvious goal is to register more immigrant voters because they tend to be Democrat.

Otherwise a Democrat commander-in-chief and his open-borders Domestic Policy Director wouldn’t be operating such a costly project....
