CA GOP Convention: United GOP wraps up Anaheim convention



California Republicans wrapped up their annual fall convention Sunday — optimistic and united.

The three-day convention in Anaheim marked the second consecutive convention where Republicans have avoided controversial internal fights and expanded its reach to groups traditionally excluded from the party.

Earlier this year, the state party officially chartered the Log Cabin Republicans, the first and largest organization representing gay conservatives. At this weekend’s convention, Republicans courted Latino voters by adopting new language for the state party’s platform on immigration.

President's Message

I had the opportunity to spend part of Thursday at the Capitol with our Advocate, Allison Olson. We met a number of our newly elected Assembly members . It was a very productive and inspiring morning. We first visited Assembly member Catharine Baker, AD16, and it was especially exciting to visit her. So many Federated women in the Bay Area worked hard to get her elected and it was a thrill to see her in her office at the Capitol. We also visited Assembly members Jay Obernolte, AD33, Tom Lackey, AD 36,, and our hard working Assembly Leader Kristin Olsen, AD 12. We had very productive meetings talking about how we can work together to help get the word out for important bills and legislation to all of our members so they can act on them! We have a very inspiring group of newly elected legislators in Sacramento and I think the next two years will be very productive and exciting.

NFRW & CFRW Scholarships

I would like to share with you some important information about the NFRW & CFRW Scholarships. I know many clubs sponsor scholarships to local winners but you don’t want to forget about the NFRW and CFRW scholarships as well. The June 1 deadline for NFRW scholarships will be here before we know it! Don’t forget the Ronald Reagan Scholarship. It is due August 15 but it doesn't hurt to start thinking of worthy applications.

Last year we only received 6 applications for the Pathfinder Scholarship and no applications for the Rendel Scholarship. I would like to encourage all of our clubs to try to sponsor young college women for these scholarships This is also a great opportunity to help mentor college women, help them organize a College Republican group if their school does not have one, invite them to your meetings and even encourage them to become members. Why not give them a Membership Gift Certificate , or provide them with a discounted cost for membership? For example: we send in $16 with our per capita for each new or renewed member per capita . If you have a category for student membership at $16, your club is not losing any money but you are gaining a new member! Just an idea, we can all benefit by helping them. Remember these young Republican Women are our future!

The National Pathfinder Scholarship (Deadline: June 1)

These three annual scholarships, in honor of former First Lady Nancy Reagan, provide scholarships of $2,500 in financial assistance to young women seeking undergraduate or graduate degrees. Undergraduate sophomores, juniors and seniors as well as students enrolled in a Master’s degree program are eligible to apply for the scholarship.

The Betty Rendel National Scholarship (Deadline: June 1)

Established in 1995 this scholarship, in honor of NFRW Past President Betty Rendel’s extraordinary leadership skills and dedication to the Republican Party, provides $1,000 each to three undergraduate women currently majoring in Political Science, Government or Economics. Applicants must have completed their freshman year of college to be eligible to apply. Both applications need to be received by the State President by June 1!

THE PRESIDENT RONALD REAGAN SCHOLARSHIP (Deadline: August 15)

The California Federation of Republican Women offers a scholarship in honor of President Ronald Reagan. This annual $2,000 scholarship is offered to an undergraduate registered Republican woman who is majoring in political science, communication, or directed toward law. The applicant must be a United States citizen and have completed two years of college. The applicant must be a resident of the State of California.

Introduction Deadline

The deadline to introduce bills this legislative session is today, Friday, February 27th. This means if a legislator wants to run a bill this session, he or she has to have introduced it by today. But that does not necessarily mean the bill they introduce will be the one passed down the line. Many legislators are introducing "spot bills", or place holders for the author to fill in the language of the bill at a later date. At press time, 1,764 bills have been introduced; 1130 from the Assembly and 634 from the Senate. But bear in mind that many of these bills are spot bills. The legislation will begin to take shape in the coming weeks as committee hearings start meeting. Stay tuned, the bill count will likely go past 2,000 bills introduced by the time the day is done!

Fixing Prop 47

Last week we reported on all the unintended consequences of Prop 47's passage. Well, legislators are already working to fix it's terrible by-products. We mentioned a couple bills last week, Assemblywoman Melendez's AB 150, which aims to fix the gun theft penalty reduction in Prop 47, and AB 390 (Cooper, D), which would allow law enforcement officials to still collect DNA evidence despite Prop 47's restrictions. Yet another bill by Republican Assemblyman Tom Lackey, would restore felony charges for date rape drug possession. Get the facts from Assemblyman Lackey ◼ HERE. Below are some quick facts from the Assemblyman's office that will help you when discussing this bill with other Californians. Get them informed!

What is the background of this proposal? In November 2014, California voters approved Proposition 47 which reclassified many crimes from felonies to misdemeanors. One of these reclassifications involved the possession of the drugs Rohypnol and GHB—commonly known as “date rape” drugs. Under Prop. 47, only offenders who have been previously been convicted of a serious crime such as rape or murder can be charged as felony offense for possession of date rape drugs.

Proponents of Prop. 47 argued the state’s prisons and jails are filled with low-level offenders serving sentences for crimes such as drug possession. One loophole created by Prop. 47’s passage is that it treats possession of drugs used for personal recreational purposes and date rape drugs equally. There must be a clear distinction between drugs that are likely to be used for malicious purposes and those intended for personal consumption.

What is the problem to be addressed? A person is not in possession of a date rape drug for their own use. Instead these drugs are weapons in the hands of sexual predators. A person found in illegal possession of them should be treated as a dangerous criminal and face a potential felony conviction. Yet, Prop. 47 treats recreational drug possession and date rape drug possession equally by reducing possession of both to a misdemeanor that will likely result in little to no jail time. Law enforcement and victims’ rights organizations pointed out this flaw in Prop. 47 prior to its passage. Because of the amnesia effects date rape drugs have on their victims, sexual assaults involving their use are under reported to law enforcement and remain a major problem.

By taking away a prosecutor’s ability to charge an offender with a felony for possessing these tools used for sexual assault, many offenders will evade serious punishment and will be emboldened to commit further crimes. AB 46 simply offers an opportunity to California voters to resolve this issue and to decide if possession of date rape drugs should be a felony.
What specifically does this bill do? AB 46 will restore the ability to bring felony charges for the possession of most commonly used date rape drugs, including Rohypnol, GHB and ketamine. District attorneys will again be given discretion to charge a felony or misdemeanor. AB 46 is a majority vote bill that will be sent to the voters if passed by the Legislature and Governor.

Neel Kashkari addresses college Republicans

In Speech to California Republicans, Rand Paul Comes Out Swinging at the Last People They Expected

Speaking at the California Republican convention yesterday, Rand Paul did not play nice. Speaking at the LAX Marriott to 400 of the GOP faithful, he not only criticized President Obama and likely-Presidential candidate Hillary Clinton, but also the Republican party itself. - IJReview

On Obama, Paul was very direct in identifying exactly where he disagrees with the President’s actions. Using the expansion of Obamacare, overseas military actions without Congressional approval, and immigration laws as examples, he said:
It is a terrible tragedy, it is a danger to us as a country, and we need to do everything we can to stop him from abusing our laws. We have a President basically has created a lawless atmosphere in Washington.
On Hillary Clinton, he linked the Benghazi attack with her potential Presidential run:
I think she had a 3 a.m. moment (referring to her 2008 primary ad, where she asserted she was more capable of resounding to a crisis than Obama). She didn’t answer the phone, and I think it absolutely should preclude her from being President. In the end, the thing is we are going to have to look at, for greater or worse, whether Hillary Clinton can be commander in chief.

And what I would say is, that if you can’t defend our embassy, you won’t send the assets there, you preclude oneself from becoming deemed for commander in chief.
He also called for a broadening of the Republican party:
When our party looks like America — with earrings and without earrings, with ponytails and without ponytails, with tattoos and without tattoos — when we look like the rest of America — white, black, brown — we’re going to win again. We’ve got to go out and we’ve got to broaden our party, and when we do, we’ll be a national party again. We will win again.

Let’s be the party that actually wants to extend the right to vote. Some people say, well these people are going to be Democrats, more of them are going to be Democrats. Let’s be the party for voting rights, let’s be the party for restoring more voting rights, then more people will come to our party.

Kashkari portrays GOP as a champion of minorities and the poor

In speech to state GOP, Kashkari blasts 'coddled prince’ Brown - SF Gate

Arguing that he has led California’s embattled Republican Party toward a “transformational” moment, gubernatorial candidate Neel Kashkari on Sunday insisted the state GOP is poised to become the party of working families that can defeat Democrat Jerry Brown — whom he derided as the “coddled prince of Sacramento.”

“When they say we don’t care about the poor ... we don't care about minorities ... they have no idea what they’re talking about,” said the former U.S. Treasury official in a combative address to hundreds of GOP delegates Sunday as he closed out the party’s three-day state convention at the Los Angeles Airport Marriott Hotel. “Our party is the party of freedom. Our party is the party of liberty.”

Rejecting the podium and roaming the convention floor to speak to his party faithful, Kashkari repeatedly and passionately asserted — at times raising his voice to a shout — that California Republicans should be “damned proud of who we are.”

Kashkari told GOP delegates that his campaign — which has included visits to urban African American churches and gay pride parades and even a much-publicized stint as a homeless man in Fresno — was an effort “to reintroduce us to the people of California.”

By contrast, the former Goldman Sachs executive then caustically dismissed Democrats as wholly owned by union interests, ignoring the educational needs of California’s children and “out of touch.”

And he depicted Brown — the three-term governor and former attorney general, secretary of state and Oakland mayor — as a son of privilege, saying that “everything has been handed to him on a silver platter.”

“Daddy gave him his political career, Daddy gave him millions of dollars,” said Kashkari in reference to the late Gov. Edmund “Pat” Brown, Jerry Brown's father. “You know the one thing Daddy couldn't give to him ... courage.”

He said Democrats and Brown have failed Californians on the economic front as well....

Currently, polls show Brown sailing toward a historic fourth term — ahead 21 percentage points and sitting on a $22 million war chest.

Stung by the refusal of two fellow Republicans to support his candidacy for governor, Neel Kashkari sought to put the controversy behind him Sunday with a fiery speech portraying his party as a champion of minorities and the poor.

"We don't just fight for our own civil rights, we fight for the civil rights of all Californians and all Americans," Kashkari, the son of Indian immigrants, told hundreds of cheering California Republican Party delegates gathered for their semiannual convention.

"So this is why I'm running," Kashkari continued. "I'm running to reintroduce us to the people of California and the people of our country because I'm damn proud of who we are."

Bullhorn in hand, Tim Donnelly warns Jerry Brown to 'keep his hands off our guns'



Donnelly, well known outside his district for his anti-immigration positions and for carrying a loaded handgun into an airport, addressed reporters outside the convention hotel shortly before Abel Maldonado, another Republican candidate for governor, spoke to delegates inside.

He sounded off on libertarian themes, warning Gov. Jerry Brown to "keep his hands off our guns" or "pay the price at the ballot box."

The Democratic governor has not yet said how he will act on several gun control measures sent to him this year by the Legislature. He is widely expected to win re-election in heavily Democratic California next year.

The expectations for Donnelly's gubernatorial campaign are considerably lower. But as the California Republican Party gathered here for its biannual convention, he set up a booth and posted signs calling himself a "Patriot Not Politician."

CFRW Capitol Update

President’s Message

As you read this we will be Louisville, Kentucky attending the NFRW Biennial Convention, where we will be electing Kathy Brugger as NFRW President. Norma Burdick, CFRW Historian/President's Press Book Chair and Gaylon Kastner, CFRW Financial Review Officer have been working hard to make our Hospitality Suite the "Gold Standard" of NFRW. Pictures will be posted in our CFRW Newsletter which will be ready by the first on next week. So check us out!

Just a quick reminder to register for the California Republican Party Convention on October 4-6. On Friday night there will be a dinner honoring our very own Kathy Brugger. Sharon Day, Co-Chair of the Republican National Committee, will be the keynote speaker. WE ARE FINALLY AT THE TABLE!

We are finalizing the banquet speaker for the CFRW Biennial Convention on Saturday night, October 26th. Once we have all the "i's" dotted and the "t's" crossed on the contract, Shirley Mark, CFRW Vice President Central, will let you know via an "Action Alert". All of the CFRW Central Division, Region VI has been busily working to ensure our CFRW Biennial Convention is outstanding. All delegates have to be verified, so please make sure you register before the deadline. We also have some outstanding workshops and speakers. If you want to have a voice on who your next CFRW President and Executive Committee are you must be registered for the convention. PLEASE REGISTER EARLY.

Bills Sent to the Governor

Well the legislative session is officially over for the year, though legislators will be back and forth from the Capitol and their districts between now and January. The final destination for bills was decided last Friday, with many bills headed to the Governor’s desk. The Governor now has 30 days to make a decision on hundreds of bills. Here are the bills the CFRW OPPOSES that are waiting for the Governor’s pen. PLEASE CONTACT GOVERNOR BROWN AND TELL HIM TO VETO THE FOLLOWING BILLS!

AB 8 (Perea, D): Would impose higher taxes on vehicle registration, tire purchases and smog abatement in order to fund the “Alternative and Renewable Fuel and Vehicle Technology Program and the Air Quality Improvement Program.” It is very similar to SB 11.

AB 48 (Skinner, D): Again, another bill chipping away at our Second Amendment rights. AB 48 would prohibit the manufacturing, selling, purchasing, or using of a weapon with a “large capacity magazine,” meaning any feeding device capable of more than 10 rounds.

AB 154 (Atkins, D): AB 154 would allow nurse practitioners, mid-wives, and physician’s assistants to perform abortions. Why do the Democrats in the legislature seem to think it is ok to pawn off major surgical procedures for women to mid-level healthcare professionals? This is a huge step backwards in women’s health rights.

Gone, but Not Forgotten

There are several bills that the CFRW OPPOSED that failed to pass through the legislature and onto the Governor. These bills will most likely be brought back next session as 2-year bills, meaning they will essentially be the same bill, same language, same author. If they are not resurrected as 2-year bills they may also be reintroduced as a different bill, but the integrity (or lack thereof) of the bill will remain principally intact. If you worked hard to defeat these bills this session, thank you! The CFRW asked you call your representatives, send letters to committees and work to kill these bills. We succeeded- so far. We will need to keep up the hard work next session! Here is a list of those bills.

SB 1 (Steinberg, D): Would create “Sustainable Community Investment Authorities,” which would restructure Community Redevelopment Law in the worst way! SB 1 would allow these unelected regional government entities to be able to seize private property by severely expanding eminent domain and the definition of “blighted” property. These Sustainable Community Investment Authorities would have no voter oversight or approval.

SB 11 (Pavely, D): Would raise taxes on vehicle registrations, smog checks, and even car tire purchases in order to pay for “hydrogen fuel networks,” to the tune of $20 million a year. Eminent domain can also be used on private property to build hydrogen fuel stations. Hydrogen fuel is still relatively new science.

SB 33 (Wolk, D): Another subversive bill circumventing voter approval for newly created government entities and tax increases. SB 33 would eliminate the requirement for voter approval for the creation of “Infrastructure Financial Districts” and bond issuance. It would also increase the time of the Infrastructure Financial District’s authority and power from 30 to 40 years.

SB 47 (Yee, D): SB 47 would expand the definition of an “assault weapon” to include all weapons without a “fixed magazine.” If you own such a weapon that falls within the new definition, you must register your weapon with the Department of Justice with a registration fee of $20 per weapon.

SB 53 (de Leon, D): This bill would require that those purchasing ammunition must first purchase an “ammunition permit.” These purchase permits, as well as ammunition transactions and ammunition vendor licenses, will remain on file with the California Attorney General.

Before we attend our CFRW Biennial Convention there is the California Republican Party Convention in Anaheim, October 4-6, and you won’t want to miss it! We are still riding the high from electing Senator Andy Vidak in Senate District 16, but there is more work to be done for Republicans in California! Also at the Friday night dinner, CRP Chairman Jim Brulte will be honoring our very own Kathy Brugger for all of her hard work for the party and the Federation.
