Somewhere between 38,000 and almost 2.8 million non-citizens voted in the 2008 elections, according to a study published in Electoral Studies journal in 2014.

Old Dominion University professors Jesse Richman and David Earnest, the study’s co-authors, concluded that “some non-citizens participate in U.S. elections, and that this participation has been large enough to change meaningful election outcomes including Electoral College votes, and Congressional elections.”

The billionaire and convicted felon moved hundreds of millions of dollars into often-secret efforts to change election laws, fuel litigation to attack election integrity measures, push public narratives about voter fraud, and to integrate the political ground game of the left with efforts to scare racial minority groups about voting rights threats.

These Soros-funded efforts moved through dozens of 501(c)(3) and (c)(4) charities and involved the active compliance with civil rights groups, government officials, and purportedly non-partisan groups like the League of Women Voters.

The leaked documents also reveal deliberate and successful efforts to manipulate media coverage of election issues in mainstream media outlets like the The New York Times....

New York Mayor Bill de Blasio (D) said on Sunday that Americans would benefit from reformed national voting laws.

“We have a democracy problem,” de Blasio told host John Dickerson on CBS’s “Face the Nation.”

...“Secretary Clinton put forward a notion we need a national strategy to energize voting again, to get people involved,” he said. “Obviously, to address the many efforts made by Republicans to repress voter involvement.”

While the Constitution is intended to protect the principle of one-person, one-vote, what remains unclear is whether districts must be apportioned based on the number of residents or the number of legal voters.

The Supreme Court agreed Tuesday to decide whether state legislative districts must have roughly equal numbers of legal voters rather than overall populations.

The case was filed by voters in Texas who claim their votes carry less weight than those of voters whose state Senate districts include large numbers of illegal immigrants.
