Capitol Update Thursday, January 11, 2018
Earlier this week, Governor Brown released his last tentative budget ever. The budget once again breaks records- at $132 billion, it is the largest spending plan in our state's history. While the Governor is urging his predecessor to be prudent because, "a recession is lurking," Brown still manages to spend more than ever. With bonds and special funds, Governor Brown's spending plan tops $190 billion. Don't be fooled by the proposed $10 billion to be squirrled away in our state's "Rainy Day Fund," because it has to get there first. Now starts the 5 months of Democrat legislative negotiating before the Governor's May Revise Budget. Our state Democrats see a surplus as a spending spree, and with the gas tax increase, make no mistake that revenue promised to fix our roads and infrastructure will go anywhere but. While this is mostly speculation, we do have a lot of history to draw on for examples of mismanaged budgets and general fund shell games. Just click HERE or HERE to refresh your memory. This is just the beginning of the budget battles, so stay tuned!

In Case You Missed It: June Ballot Measures
Believe it or not, the June Primary is just 6 months away! Each Capitol Update we will remind you of the ballot measures, and as soon as our official CFRW positions are released, we hope that you educate your clubs and communities about these often intentionally vague and confusing propositions. Thanks!
There are four ballot measures on our June Primary Election ballot. Remember, only the legislature or the Governor can place measures on our June ballot. Any and all citizen driven initiatives are forced to the November ballot. Here are the June measures- we will go over them more thoroughly in subsequent Capitol Updates as well as release our official CFRW positions on each measure.
ACA 5 (Frazier, D): Motor vehicle fees and taxes: restriction on expenditures: appropriations limit
ACA 1 (Mayes, R): Greenhouse Gas Reduction Reserve Fund
SB 5 (De León, D): California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access For All Act of 2018
ACA 17 (Mullin, D): Ballot measures: effective date

Google managers kept blacklists of conservative employees — and one manager even considered holding 'trials', alleges a new lawsuit

Employees at Google who express "conservative viewpoints in politically-charged debates" may find themselves blacklisted by managers at the company, alleges an explosive new lawsuit.
And by blacklisted, that means their names may appear on actual lists, the suit contends.
Google employees who identify as conservative say they have complained to HR and senior management about the blacklists.
These allegations are part of a lawsuit filed on behalf of fired Google engineer James Damore that seeks to represent white males and conservatives who feel like they've been the target of discrimination.

— Scott Adams (@ScottAdamsSays) January 9, 2018
In olden days (pre-2016), candidates for president were not so different from each other. I can remember pundits complaining endlessly about how similar the Democrats and Republicans had become. In that environment, you can easily imagine someone who voted for Candidate A warming up to Candidate B. In those simpler times, a presidential approval poll meant something.
Today, a “presidential approval poll” is little more than taking attendance. If you’re a Democrat, you disapprove of President Trump as a lifestyle choice. If you voted for Trump, you probably still approve of him because you knew exactly what you were getting....
I contend that business optimism — and small business optimism in particular — are the new standard for presidential approval because “economics” captures most of what a president influences....
I have been telling you for two years straight that psychology drives the economy, and that a Master Persuader such as President Trump can directly influence psychology and optimism. We see him doing that right before our eyes.
I hu-wonder hu-why. https://t.co/BDSgO0WPb5

I like how casually CNN reports that the FBI was investigating the Clinton Foundation, but was told by the Obama DoJ they couldn't do any subpoenas or interviews until after the election. You know, no biggie.

Prime Minister Viktor Orbán of Hungary delivered this Christmas Address:
We await the Christian world’s great festival: the birth of our Lord Jesus Christ. In silent waiting we raise our eyes, we free ourselves from the worries of everyday life, and the soul’s horizon opens up. In this special atmosphere we can sum up the past year and think once more about the nature of our tasks in the world for the year ahead.
Whether or not we admit it or realise it, we Europeans live in a culture ordered in line with the teachings of Christ. Here I can quote the well-known words of an earlier Hungarian prime minister, the late József Antall: “In Europe, even an atheist is Christian.” We Hungarians rightly regard ourselves as a Christian nation. Our mother tongue, through which we have grasped and shaped reality, is not related to that of any other European nation. This also has valuable consequences.

Unhappy New Year for California Gun Owners
NRA-ILA | Unhappy New Year for California Gun Owners https://t.co/y7e6JU5lps pic.twitter.com/qHPTmHTUw3

While most of America was busy preparing to celebrate the New Year, gun owners in California were scrambling to lawfully purchase ammunition while they still could. Beginning January 1, all ammunition sales were required go through a California licensed dealer or licensed ammunition vendor.
This new requirement is one of two new ammunition laws that were passed by the California legislature or adopted by California voters in 2016. The law that took effect on January 1 will generally prohibit gun owners from bringing ammunition into the Golden State or from purchasing their ammunition online.
California adopted these new laws in spite of significant evidence that they would only burden law-abiding gun owners and do nothing to promote public safety. Most notably, the reporting of ammunition sales has already been tried -- and failed -- at the federal level....
#California the NRA is currently preparing a lawsuit to challenge the ammunition restrictions to compliment the already pending challenges against the “gunmagedon” package of gun control bills. #2A https://t.co/5MsgSdGpfP

Women in the Iranian capital will no longer be arrested for failing to wear a headscarf, Tehran police have said, in a move which follows an unexpected raft of gender reforms in Saudi Arabia.
Morality police will no longer automatically detain women seen without the proper hijab head-covering in public, a strict Islamic dress code in place since the 1979 revolution....
"Those who do not observe the Islamic dress code will no longer be taken to detention centers, nor will judicial cases be filed against them," General Hossein Rahimi, Tehran police chief, was quoted as saying by the reformist daily newspaper Al Sharq.
The semi-official Tasnim news agency said violators will instead be made to attend classes given by police. It said repeat offenders could still be subject to legal action, and the dress code remains in place outside the capital....
