The dirty needles can be found scattered among the pine and brush, littering the forest floor around Eureka, a town long celebrated as a gateway to the scenic Redwood Empire. They are the debris of a growing heroin scourge that is gripping the remote community in Northern California.

While the state as a whole has one of the lowest overall opioid-related death rates in the country, a sharp rise in heroin use across the rural north in recent years has raised alarms. In Humboldt County, the opioid death rate is five times higher than the state average, rivaling the rates of states like Maine and Vermont that have received far more national attention.

The problem is exacerbated here in Eureka, the county seat, by a sizable homeless population that is growing amid an extreme lack of affordable housing and a changing, weakened economy...

In principle, it's a noble idea. In practice, without additional measures to ensure economic development in the city, it's a time bomb that would turn Eureka into a commercial ghost town ringed by businesses whose proprietors were smart enough to get out while the getting was good.

Coming on the heels of California's July 1 minimum wage hike, Measure R is too high a jump in too short a time, one that threatens to put Eureka — hardly a thriving commercial metropolis — at further disadvantage. Fearful employers are already drafting contingency plans: where to move, how many jobs to cut.

There is no doubt that the working men and women of Eureka deserve a break. But they don't deserve to have the economic health of their community broken, and that's what Measure R would do.

Measure Z: Countywide ballot measure would add half-percent sales tax

Humboldt County officials are calling Measure Z — a proposed countywide half-percent general sales tax on the November ballot — crucial to improving public safety services....

If passed, Measure Z, also known as the Humboldt County Public Safety/Essential Services Measure, is estimated to generate $6 million annually until it sunsets in 2020. The Humboldt County Board of Supervisors voted unanimously in July to place the measure on the ballot after an outcry from the public concerning the lack of law enforcement presence and an increase in crime in the county's outlying areas.

The tax is proposed to raise funds for a broad spectrum of public safety services such as fire departments, the county sheriff's office, probation department and district attorney's office. Spending is proposed to be overseen by a citizen's advisory committee, which would also include annual independent audits.

But with four similar municipal measures on the ballot, some question whether taxpayers should bear the costs for both the county and city where they live....

With four other local cities — Fortuna, Eureka, Rio Dell and Blue Lake — also having tax measures on the ballot in addition to some school bonds, Humboldt Taxpayer's League Executive Director Cliff Chapman said the combination has created a "perfect storm of taxes" due to a lack of communication between the county and the municipalities.

"There needs to be some coordination," he said. "I don't doubt there is a need for additional taxes, but this is not the approach to take in my mind and the taxpayers' mind either."

Chapman said the latest tax measure is "cherry picking off the backs of the cities" by pulling in about $4 million from Eureka and $700,000 from Fortuna each year.

"It's our opinion that the redundant tax rakes over $6 million out of the local economy, mostly from the incorporated cities with very little return to those cities, which also have their own concerns," he said. "The cities get some services from the DA's office and the jail and a few other county services, but they certainly don't get a proportionate share."

The Yes on Measure Z campaign states that sales tax revenue would also be generated from tourism. As the money would go to county services, Lovelace said the benefits would be felt countywide.

...Chris Matthews of MSNBC, the former White House speechwriter who once rapturously recounted that he “felt this thrill going up my leg” as Obama spoke, didn’t hold back on Wednesday’s Hardball. “Let’s get tough here,” Matthews began, as he lambasted Obama for being “intellectually lazy” and “listening to the same voices all the time.” He even named names, saying that Obama had become “atrophied into that little world of people like Valerie Jarrett and Mrs. Obama.”

Jonathan Alter, a columnist for Bloomberg News and the author of a sympathetic book on Obama’s first term, reported that Jarrett is an unusual presence in the White House: “Staffers feared her, but didn’t like or trust her. At meetings she said little or nothing, instead lingering afterwards to express her views directly to the President, creating anxiety for her underlings and insulting them by saying, ‘I don’t talk just to hear myself talking.’”

Everyone expects a presidential spouse to weigh in on issues, but the reference to Valerie Jarrett, the White House senior adviser who mentored both the president and the first lady at the start of their careers in Chicago, is telling. Her outsize role in many presidential decisions is known to insiders, but she remains resolutely behind the scenes. So when Jarrett does enter the news, it’s significant, because it may provide a window into how the Obama White House really works....

Journalists who contacted the White House this week and asked to speak with Jarrett didn’t get very far. Maybe she’s decided to follow the advice of Greg Hinz and lie low for a while. But if journalists really want a fuller explanation for how the Obama administration has reached its current low ebb, perhaps they should continue to follow the threads of the Jarrett string that were revealed this week and see where those lead.
