The California Supreme Court says the public has the right to access emails and text messages about government business sent on California officials' private accounts.

The ruling by a unanimous court on Thursday clears up a murky area of law in the Golden State.

During a hearing last month, the California Supreme Court appeared ready to rule that government business conducted on private telephones and computers must be made public.

The quandary expressed by justices was how to fashion a rule to protect the privacy of government employees and still ensure that public business was open to inspection....

The conditions offered by the administration raise questions about whose interests are being protected. Certainly, the interests of the young victims of abuse don’t seem to be at the forefront of the administration’s thinking.
